Introduction

In 2018, Parliament passed the Canadian Gender Budgeting Act. The Departmental Plans and Departmental Results Reports are being used to fulfill the President of the Treasury Board's obligations to make public, every year, analysis on the impacts of expenditure programs on gender and diversity.

Each department is responsible for conducting their own Gender-based Analysis Plus (GBA Plus).

The Policy on Results indicates that Program officials, as designated by Deputy Heads, are responsible for ensuring data collection for meeting policy requirements.

Applicability

All organizations must complete GBA Plus supplementary information tables in departmental plans and departmental results reports on an annual basis.

Section 1: Institutional GBA Plus governance and capacity

Governance

In 2024-25, CanNor reviewed its GBA Plus action plan and moved towards establishing CanNor's GBA Plus Community of Practice, which will include the provision of advanced training to its members. The GBA Plus Champion and officer will continue to support GBA Plus initiatives across the Agency, working with the broader GBA Plus community in the Government of Canada to share best practices.

Capacity

CanNor will continue to secure sources of GBA Plus training that supports specialized functions in the Agency and work on improving its internal reporting and tracking systems. CanNor will also work on CanNor focused GBA Plus policy guidance. In 2025-26, CanNor will host a GBA Plus event that will increase awareness and capacity internally.

Section 2.1: Gender and diversity impacts, Business Development

Core responsibility: Businesses are developing in the territories

Program name: Business Development

Program goals: Business Development programming supports the growth and expansion of northern businesses, including small and medium enterprises. It directly advances the Gender Results Framework's economic participation and prosperity pillar, and indirectly supports the poverty reduction, health, and well-being pillar.

Section 2.2: Gender and diversity impacts, Community Development

Core responsibility: People and communities participate in the economy in the territories

Program name: Community Development

Program goals: Community Development programming provides community-level investments in infrastructure and to organizations, as well as individual-level investments in skills and capacity development. Community Development programming directly supports the Gender Results Framework, specifically the education and skills development, the economic participation and prosperity, and the poverty reduction, health and well-being pillars.

Section 2.3: Gender and diversity impacts, Policy and Advocacy

Core responsibility: Advocacy for economic development in the territories

Program name: Policy and Advocacy

Program goals: CanNor works with other federal departments and agencies to better understand the GBA Plus environment in the territories and advance federal objectives. Given CanNor's mandate and the region it serves, the experiences and realities of Indigenous Peoples in the North are integral to CanNor's advocacy role within the Government of Canada.

Section 2.4: Gender and diversity impacts, Northern Projects Management

Core responsibility: Coordination of federal input in environmental assessment and Crown consultation during environmental impact review of proposed major projects in the three territories.

Program name: Northern Projects Management Office

Program goals: The Northern Projects Management Office (NPMO) supports environmental and regulatory review processes for proposed major resource and infrastructure projects in Canada's territories. It also directly supports the Gender Results Framework, specifically the economic participation and prosperity pillar. It collects and reports on GBA Plus performance indicators to ensure inclusive and prosperous outcomes.

In delivering NPMO's environmental assessment coordination services and its Crown Consultation obligations, NPMO follows the northern Co-management Review and Regulatory Board processes, which takes into consideration of gender representation in its processes. NPMO will continue to follow the Co-management Board's process and provide support for balanced gender representation in its service delivery. This includes seeking to ensure Indigenous communities and women are supported and adequately engaged and consulted during the review processes, as well as tackling through the NPMO database any concerns regarding the consideration, accommodation, protection, safety and well-being of all equity deserving groups.
